WORK SESSION

APRIL 27,2006

MINUTES

 

The Newberry County Council met in a work session with the City of Newberry on Thursday, April 27, 2006, at 7:00 p.m. in the Conference Room at the Courthouse Annex.

Notice of the meeting was duly advertised as required by law.

 

Mr. Hawkins called the meeting to order and determined a quorum to be present.

 

Mr. Baker had the invocation.

 

Mr. Summer updated the City of Newberry on the status of the library and financial challenges of the County.

 

Jack Grimes with Carter Goble Lee discussed presented site work information (a copy of his report is attached).  Donza Mattison with McMillan Smith reviewed the architectural plan. 

 

Mayor Kyzer and Mr. Budds outlined what the City was willing to contribute toward the library (copy attached).

At the present time $3,291,000 is available for the library.  Ms. Cavanaugh advised that the Friends of the Library would try to come up with $500,000 to contribute toward the cost. 

 

Mr. Morris moved to go forward with the Library as is and get whatever support possible from the Friends of the Library; second by Mr. Baker.  Vote was unanimous.  [Mr. Dawkins absent.]

 

Other matters discussed were as follows:

 

  1. Hospitality Tax:  Mayor Spotts stated the merchants in the Town of Prosperity would prefer paying this tax to the town rather than the county getting it. 
  2. Per Diem Jail User Fee.

 

Mayor Kyzer recommended a work session between County Council, City of Newberry Council and all town councils.  This was scheduled for Monday, May 15, 2006, at 7:00 p.m. in the Conference Room at the Courthouse Annex.

 

Mr. Baker moved to go into Executive Session to discuss a contractual/legal matter involving the county telephone system; second by Mr. Morris.  Vote was unanimous.  [Mr. Dawkins absent.]

Mr. Summer moved to return to open session; second by Mr. Baker.  Vote was unanimous.  [Mr. Dawkins absent]

 

There being no further business, Mr. Waldrop moved to adjourn; second by Mr. Baker.  Vote was unanimous.

 

Meeting adjourned at 9:06 p.m.
