2. Ordinance #12-55-06: An Ordinance to amend the Budget Ordinance for the fiscal year 2006-2007, Ordinance Number 06-16-06, so as to provide for supplemental revenues and appropriations to fund an additional homestead exemption for those taxpayers who are qualified for the State homestead exemption, so as to increase the effective homestead exemption for these qualified taxpayers up to the first $75,000 of fair market value of the qualified residential property of such taxpayers for County Ordinary tax purposes, for Special Education purposes and for County Bonded Indebtedness purposes, with the County paying the additional cost of funding this additional relief on the up to $25,000 increase in fair market value over and above the first $50,000 in fair market value that is subject to the State’s homestead exemption and to adjust the budget accordingly, and to provide for the cost of additional software, office supplies and labor required to implement this form of tax relief and to fund additional tax relief for qualified residential property owners (i.e., those homeowners receiving the 4% assessment ratio on their primary, legal residence located in Newberry County) to ameliorate the effect on the taxes payable on their homes for the 2006 tax year due to the disproportionate impact on homeowners of the implementation of reassessment, the reduction in state funded tax relief, and the impact of an increased millage rate to meet the balanced budget requirements of state law, and to provide for the method of calculation and payment of such relief, also called the “Millage Roll-back Refund,” the purchase of the required software and supplies, and related matters.

3. Ordinance #05-15-07: An Ordinance amending the Road Ordinance, as codified, so as to amend provisions relating to the dedication period, to clarify certain policy statements, to clarify Council’s right to discontinue or abandon roads under all available statutory procedures and to require that new roads accepted into the County System be paved, with certain limited exceptions, and other related matters.

4. Ordinance #05-16-07: An Ordinance amending Chapter 30 of the Newberry County Code of Ordinances relating to issuance of the Ordinance Summons books and the training and commissioning of Code Enforcement Officers.

Ordinance #05-17-07: An Ordinance to amend the Official Zoning Map established pursuant to Zoning Ordinance #12-24-01 so as to rezone a tract containing approximately 2 acres, designated as TMS Parcel No. 359-11, from Rural (R-2) to General Commercial (GC). [502 SC Hwy 395 near Kempson’s Ferry Bridge. Planning Commission recommends approval.]
