MINUTES – WORK
SESSION
JULY 19, 2006
The Newberry County Council met on Wednesday, July 19, 2006 at 1:00 p.m. in the Conference Room at the Courthouse Annex, 1309 College Street, Newberry, SC, for a work session.

Notice of the meeting was duly advertised as required by law.
Mr. Hawkins called the meeting to order and determined a quorum to be present.
1. Lee London and Tyler Fitzgerald with Southeast Resource Recovery, Inc. presented Newberry County with a check in the amount of $155,870 toward the costs of the road at the C&D Landfill in Helena.
2. Robert Croom, Assistant Director, and Sidney Evering, Staff Attorney, with the South Carolina Association of Counties discussed services available to Newberry County through their agency.
3. Maintenance needs of J.F. Hawkins and Springfield Place were discussed. Mr. Morris moved to engage the services of Carter Goble Lee to do a $5,000 study to determine immediate maintenance needs; second by Mr. Dawkins provided the $5,000 is paid out of the nursing home account. Mr. Morris agreed to add that provision to his motion.
After further discussion of the needs of the nursing home, Mr. Morris withdrew his motion.
It was the consensus of Council that Mr. Klugh invite the company he has had contact with to meet with Council in a work session on August 16 and make a presentation.

4. Jack Grimes updated Council on the one cent sales tax projects.
He has met with members of the Rescue Squad to look at sites, and the proposed site is below the racetrack at the Fairgrounds.
Mr. Grimes recommended that as far as the library, the county go with a single contractor with a single bid.
He, along with Darren Atkins of Clemson Extension, cruised the property at Maybinton, and there is approximately 4 acres of timber to sell.
DHEC will test the new site for the Helena Community Center this week.
5. Nancy Owen briefed Council on reassessment issues.
Senator Ronnie Cromer came in to the meeting at approximately 2:50 p.m. and participated in the discussion of reassessment.
6. Mr. Morris moved to go into Executive Session to interview the consultants for the 773 Industrial Park master plan; second by Mr. Baker. Vote was unanimous.

Mr. Waldrop moved to return to open session; second by Mr. Dawkins. Vote was unanimous.
There being no further business, Mr. Baker moved to adjourn; second by Mr. Waldrop. Vote was unanimous.
