MEETING
SEPTEMBER 13, 2006
The Newberry County Council met on Wednesday, September 13, 2006, at 7:00 p.m. in Council Chambers at the Newberry County Courthouse, 1309 College Street, Newberry, SC for a special called meeting.

Notice of the meeting was duly advertised as required by law.
1. Call to Order: Mr. Hawkins called the meeting to order and determined a quorum to be present.
2. Mr. Hawkins had the invocation followed by the Pledge of Allegiance.
3. Additions, Deletions and Adoption of Agenda: The following amendments were requested:
Ř Delete Items 7 and 8.
Ř Add a new Item 8 to consider approval of an Agreement with Alliance Consulting.
There being no further additions or deletions, Mr. Summer moved to adopt the agenda as amended; second by Mr. Morris. Vote was unanimous.
4. Approval of Road Paving for 2006: Mr. Klugh presented the list of roads for paving in 2006 (copy of list attached to minutes). Mr. Morris moved to adopt the list as presented; second by Mr. Dawkins. Vote was unanimous.
Mr. Morris advised that the CTC had $500,000 budgeted for paving.
5. Helena Community Center: Mr. Waldrop moved that the County purchase 2 acres of property on Giff Street for the Helena Community Center at a cost of $25,000 provided the impact study is okay; second by Mr. Caldwell. The $25,000 is to be paid out of the County’s contingency account. Vote was unanimous.
6. Approval of extension for filing for agricultural use for Mark Hipp: Mr. Dawkins advised that the Hipps purchased this property on April 1, 2004 and were not aware that they had to file for the agricultural exemption on a 10 acre portion of the property. The Hipps request that the Council allow them to file for the agricultural exemption on the 10 acres retroactive to the date the property was purchased. Mr. Dawkins so moved; second by Mr. Waldrop. Vote was unanimous.
7. Newberry Rescue Squad: Deleted.
8. Agreement with Alliance Consulting Engineers: Mr. Klugh presented the cost proposal from Alliance Consulting Engineers for the Industrial Park at Highway 773 and I-26. The cost for the Master Plan Services is estimated at $26,520, and the cost for the Aerial Topographic Survey is estimated at $11,400, for a total cost of $37,920. Mr. Baker moved to accept the cost proposal and that Alliance Consulting Engineers present a contact to Council for consideration; second by Mr. Dawkins. Vote was unanimous. (Mr. Caldwell was absent during this vote)
9. Discussion of second Council meeting in October: Mr. Dawkins moved to cancel the second meeting in October; second by Mr. Baker. Vote was unanimous. (Mr. Caldwell was absent during this vote).
10. Adjournment: There being no further business, Mr. Morris moved to adjourn; second by Mr. Baker. Vote was unanimous.
