NEWBERRY COUNTY COUNCIL

MINUTES

OCTOBER 19, 2006

 

 

Newberry County Council met on Thursday, October 19, 2006, at 5:30 p.m. in Council Chambers at the Courthouse Annex, 1309 College Street, Newberry, SC, for a special called meeting.   

 

Present were:                Mike Hawkins, Chairman

                                    Henry B. Summer, Councilman

                                    John David Dawkins, Councilman

                                    Andy Morris, Councilman

                                    Wayne Adams, County Administrator

                                    Susan C. Fellers, Clerk to Council

 

Absent:             William D. Waldrop, Vice-Chairman

                                    John E. Caldwell, Councilman

                                    Edgar Baker, Councilman

                                    Gary T. Pope, County Attorney

Notice of the meeting was duly advertised as required by law.

 

Mr. Hawkins called the meeting to order and determined a quorum to be present.   

 

Mr. Summer had the invocation followed by the Pledge of Allegiance.

 

Additions, Deletions and Adoption of Agenda.

 

The following amendments were requested:

1.         Add transfer of funds into the Animal Control Budget (Agenda Item #2)

2.         Add an item related to road paving involving additions and deletions (Agenda Item #3). 

 

Mr. Morris moved to adopt the agenda as amended; second by Mr. Summer.  Vote was unanimous.  [Councilmen Waldrop, Caldwell and Baker absent]

 

1.            Ordinance #10-38-06:  An Ordinance to amend the Budget Ordinance for the 2006-2007 Fiscal Year, Ordinance #06-16-06, so as to incorporate certain supplemental revenues for purposes related to the General Fund Contingency.

 

            Mr. Summer moved for second reading; second by Mr. Dawkins. 

 

Mr. Morris asked if it had been determined yet how long the air filters would have to be maintained.  Mr. Adams has asked the attorney, Frank Smith, to consult with H2L Engineers, and he thinks we may be able to discontinue the scrubbers as long as we run the air conditioning, but we do not have a final answer yet. 

 

There being no further discussion, Mr. Hawkins called for the question.  Vote was unanimous.  [Councilmen Waldrop, Caldwell and Baker absent]

 

2.            Transfer of funds into Animal Control budget.

 

Mr. Adams said these funds would be used to install a commercial modular unit similar to those the Sheriff is using adjacent to the Animal Control facility on Highway 34.  The purpose for the building would be for use as administrative offices.  The air quality in the existing Animal Control building is bad, and they are cramped for space.  They don’t have a suitable place to show animals for adoption.  This would give them more satisfactory office space.  The funding would come from unused personnel costs from the first of the year up to now. 

 

Mr. Hawkins stated the money was there and it was just a matter of transferring funds.  Mr. Adams is authorized to do this type of transfer but he has requested that Council vote on it.

 

Mr. Morris moved to approve the transfer of the funds; second by Mr. Dawkins.  Vote was unanimous.  [Councilmen Waldrop, Caldwell and Baker absent]

 

3.         Road paving.

 

Tommy Whitehead, Public Works Director, advised the CTC had previously approved the roads for paving except they approved one that did not meet their minimum width; that one being Milner Road.  Milner Road has been deleted, and the CTC has added Plantation Acres Road (.62 of a mile) and finishing up Scurry Island Road (.60 of an acre).  The total mileage to be paved is still 5.08. 

 

Mr. Whitehead requested that Council permit the CTC to put asphalt on the county roads owned by the County with the C Funds managed by the CTC.

 

Mr. Morris moved to delete Milner Road and add Plantation Acres and Scurry Island Road; second by Mr. Dawkins.  Vote was unanimous.  [Councilmen Waldrop, Caldwell and Baker absent]

 

Mr. Hawkins announced the following meetings: 

 

(1)            work session on November 1, 2006 beginning at 1:00 p.m. 

(2)        special meeting on November 1, 2006 at 6:30 p.m. about the possibility of exceeding the Consumer Price Index

(3)        regularly scheduled Council Meeting on November 1, 2006 at 7:00 p.m.

 

There being no further business, Mr. Morris moved to adjourn; second by Mr. Dawkins.  Vote was unanimous.  [Councilmen Waldrop, Caldwell and Baker absent]

 

Meeting adjourned at 5:40 p.m.
