NEWBERRY COUNTY COUNCIL

MINUTES

DECEMBER 11, 2006

 

Newberry County Council met on Monday, December 11, 2006, at 7:00 p.m. in Council Chambers at the Courthouse Annex, 1309 College Street, Newberry, SC for a work session.         

 

Present were:                Mike Hawkins, Chairman

                                    William D. Waldrop, Vice-Chairman

                                    John E. Caldwell, Councilman

                                    Henry B. Summer, Councilman

                                    John David Dawkins, Councilman

                                    Andy Morris, Councilman

                                    Edgar Baker, Councilman

                                    Wayne Adams, County Administrator

                                    Gary T. Pope, County Attorney

                                    Susan C. Fellers, Clerk to Council

                                    Nancy Owen, County Auditor

                                    Judy Floyd, County Treasurer

                                    Susie Berry, Assessor

                                    Debbie Cromer, Finance Director

Notice of the meeting was duly advertised as required by law.

 

Mr. Hawkins called the meeting to order and determined a quorum to be present.   

 

Mr. Caldwell had the invocation followed by the Pledge of Allegiance.

 

The purpose of the work session was to discuss reassessment and the collection of property taxes for the 2006 tax year with the Councils of the City of Newberry, Town of Prosperity, Town of Whitmire, Town of Little Mountain and Town of Pomaria and the Newberry County School Board. 

 

Mr. Waldrop moved to put a temporary freeze on all hiring except for law enforcement and emergency services; second by Mr. Dawkins.  Voting for the motion:  Councilmen Hawkins, Caldwell, Summer, Dawkins and Morris.  Voting against the motion:  Councilmen Baker and Waldrop. 

 

Purchasing decisions will be left to the discretion of the County Administrator.

 

Mr. Summer requested that the Finance Director provide monthly expense reports by category to Council.

 

Mr. Summer moved that the Council meeting of December 20, 2006 be held in Council Chambers; second by Mr. Waldrop.  Voting for the motion:  Councilmen Waldrop, Caldwell, Summer and Baker.  Voting against the motion:  Councilmen Morris, Dawkins and Hawkins. 

 

Council scheduled a work session for Monday, December 18, 2006, at 2:00 p.m. in Council Chambers.

 

Mr. Summer moved to adjourn; second by Mr. Morris.  Vote was unanimous.

 

Meeting adjourned at 9:15 p.m.
