The Newberry County Citizens Advisory Committee met on Tuesday, June 26, 2007 at 7:00 pm at the Courthouse Annex Conference Room, 1309 College Street, Newberry, SC 29108

Call to Order and
Welcome
Mike Davenport, Committee Chairman, called the meeting to order at 7:00 p.m. He welcomed all present.
2. Approval of Agenda
The agenda was approved by the body.
3.
Approval of June 26, 2007 Minutes
The minutes were approved by the body
4. Newberry County’s Fiscal Year
2007-2008 Final Budget Reading Updates
&
5. Sheriff’s Department Update By County Administrator Wayne Adams & Staff
The following handouts were distributed:
o Budget Ordinance No. 04-14-07
o Retail Conversion Space for New County Services Complex FY 07-08
o A Summary Report of County Levies, Spending Totals and Capital Expenditures
Mr. Adams addressed various aspects of these handouts. After his presentation there was a general discussion of the following:
o The pros and cons of the county purchasing the Old Wal-Mart building
o Reserve Fund Maintenance
o Accomplishments of the Citizens Advisory Committee
o Reserve Fund Management is operating in a open basis
o The work and commitment of the Committee is reflective of what’s in the FY 07-08 budget.
6. Presentation from the Assessor’s Office by
Mary Arrowood
The Assessor distributed a handout that listed the responsibilities and duties of the position. Although this handout was very detailed, she stated that this was only a partial listing. She stated that her priorities for the upcoming weeks will be new property assessment and hearing appeals. The next reassessment cycle for the county is 2009, although the county does have the option to delay.
7. Discussion
o What is the next step for the Committee?
o What will happen with the Wal-Mart Building?
o The creation of a subcommittee on the 2009 Reassessment -- the Chair will appoint a committee.
o A comment from the guest about the use of old buildings of historical significance that could be converted to walk-through museums that would generate money for the county.
o The creation of a subcommittee on Capital Projects in General in the future.
