NOTICE OF PUBLIC HEARINGS

Notice is hereby given that the Newberry County Council, at its meeting on the 3rd day of December, 2008, to be held in the Newberry County Council Chambers at 1309 College Street, Newberry, SC, at 7:00 p.m. will conduct the following public hearings:

Ordinance #11-34-08: An Ordinance acting on a request to amend the Official Zoning Map established pursuant to Zoning Ordinance No. 12-24-01, Codified in Chapter 153 of the Newberry County Code of Ordinances, so as to rezone 2 parcels containing a total of two and twenty-three hundredths (2.23) acres and designated as TMS Parcel Nos. 289-8 and 289-14, from Rural (R2) to Limited Commercial (LC).

 Ordinance #11-35-08: An Ordinance acting on a request to amend the Official Zoning Map established pursuant to Zoning Ordinance No. 12-24-01, Codified in Chapter 153 of the Newberry County Code of Ordinances, so as to rezone a thirty-two hundredths (0.32) acre portion of a tract designated as TMS Parcel No. 399-117, from Rural (R2) to General Commercial (GC).

John Edward Caldwell , Councilman

John Edward Caldwell, son of the late George and Elmira Caldwell, was born and reared in Newberry County.
He attended the public schools in Newberry. As a student athlete, he lettered in football, baseball, basketball and track.

He furthered his education at Benedict College, Columbia, South Carolina. There he received the Bachelor
of Science Degree in Chemistry and Mathematics. While attending Benedict, he starred in three sports: football,
baseball and track.

He is a veteran, who served during peacetime in the United States Army. While he was in the military, he was assigned
to the Redstone Arsenal of the U.S. Army Missile Command as a Missile Mechanic.

Mr. Caldwell is a former school teacher, who taught high school math and science. He was also employed by
Independent Life and Accident Insurance Company for thirty-one years, having retired in 1996. He was the first black
Staff Sales Manager in the State of South Carolina. In 1984 at the Sales Seminar in Las Vegas, Mr. Caldwell was one
of four persons honored with the Civic Award for outstanding services rendered, having been chosen from a field of
3,800 employees for this unique honor. Currently he is self-employed as the owner and CEO of J.E. Caldwell Properties.

He is a member of numerous organizations including:

32nd degree Mason.
Shriner.

One of the first blacks elected to Newberry County Memorial Hospital Board of Trustees on which he served
for twelve years. He held each office on that Board for a period of time, which led to his selection as the first black
Chairman of the Board of Trustees.

Past member of the Visiting Board of Trustees of Piedmont Technical College.

Past member of the Midlands Human Resource Board.

Past member of the United Way of the Midlands.

Past member of the State Community Block Grant Board.

Past President and member of the Newberry County Benedict College Alumni Club.

Board member of the National Association of Counties in 2000.

Past President of the County Governmental Association.

The first black elected to serve as a member of the Newberry County Council, and he has served continuously on
Council for the past twenty-two years.

Chairman of Newberry County Council from 1997 through 2002.

Member of the Board of Commissioners of GLEAMNS Human Resources Commission.

Past member of Overall Economic Development Board.

Past coordinator for Newberry County Negro College Fund.

Recognized in Who's Who Among Black Leaders in 1988.

Elected as a member of the South Carolina Association of Counties Board of Directors for a term commencing
August 2004 and expiring August 2008.

Mr. Caldwell is a member of Bethlehem Baptist Church in Newberry, South Carolina, where he has served as
Chairman of the Deacon Board and as Treasurer. He is a major contributor to various charitable organizations.

Mr. Caldwell is married to the former Patricia Henderson of Newberry, and they have one son, Sean,
and one granddaughter, Brittany Shadday.

 

 

 

Edgar Baker , Councilman

Born in Newberry County, he is the son of Louise and Elmer R. "Brut" Baker. He and his wife Lou of 40 years have three children and six grandchildren.

He is a graduate of Whitmire High School and Oglethorpe University in Atlanta, GA with a BS in business administration.

As President and owner of W.E. Baker and Sons, Inc in Whitmire, he has been in construction for over 35 years.

He is a member of the Whitmire United Methodist Church and has served as Chairman of the Trustees and Finance Committees.

He was elected to County Council in 2005.

A Mason and member of Roseboro Lodge #195 and Hejaz Shrine Temple.

Past President, Newberry County Shrine Club.

Member of Newberry County Airport Commission for 6 years.

Member and past President, Whitmire Lions Club.

Past President, Whitmire Jaycees.

Past member and Chairman of Newberry County Board of Rescue Squads.

Former Emergency Medical Technician.

Board member of Capital Bank, Newberry.

 

Henry H. Livingston, III, Councilman

Councilman Waldrop has represented his district since 1986. He is a graduate of Newberry High School and attended North Greenville College. He also served his country in the Army National Guard for 6 years. Councilman Waldrop is a member of Trinity United Methodist Church. He is a member of the South Carolina Farm Bureau. Mr. Waldrop currently serves as an alternate member of the Soil & Water Conservation District, the Treasurer of the Newberry County Governmental Association, a Mason and a member of Hejaz Shrine Temple. He is a retired dairy farmer. Mr. Waldrop has been married for 43 years to the former Diane Dollar, and they have 3 children and 6 grandchildren.

John David and wife Susan are co-owners and operators of Kids Unlimited Daycare and Main Street
Laundromat. John David is also co-owner of Dawkin's Merchantile & Antiques , a family owned business
that has spanned for nealy 75 years. Councilman Dawkins holds an Associate Degree in Criminal Justice
from Midlands Technical College and is a graduate of The South Carolina Criminal Justice Academy.
He has 10 years experience in law enforcement and was formerly employed by the Newberry County
Sheriff's Office as a Captain in charge of the investigative division where he was publicly commended
by former Sheriff L.L Henderson for his successful undercover investigations against drugs. More
recently, John David was employed as Plant Manager of Greenwood Industries of Prosperity , Anderson ,
and Greenwood for 8 years until January of 1998.
John David states," As a life-long resident of Prosperity,and a business owner/manager, I know the
importance of serving the public well and listening to peoples ideas and opinions. I enjoy the rewarding
efforts of church work, helping both the elderly and the youth, as it has taught me to be honest, fair and
helpful to my fellow man. I promise to serve the people of Newberry County well and will give 100% to
achieve that goal. I will always make myself available to the people.".
John David  is an active member of Grace Lutheran Church serving on the church council, youth leader,
Co-chairman of Vacation Bible School and Chairman of the Renovations Committee and has previously
served as a Sunday school teacher. John is active in Prosperity's downtown development and commerce.
He is presently serving as Democratic Executive Committee Person for the Fairview / Oneal Precinct.
Previously , he was an active member of the Prosperity Fire Department and the Prosperity Rescue Squad
as a licensed Emergency Medical Technician and served on the Prosperity Zoning Board.
John David is also a member of The Little Mountain Ruritan Club and a member of the Fairview Community
Center. His wife Susan is Director of Grace Christian Pre-school. They have two daughters, Casey Deen and
Cyndee Cole. John is the son of Frances and George W. "Billy" Dawkins.

Locally ,Councilman Hawkins has served on the Prosperity TownCouncil , The Christmas Parade Steering Committe ,
The Planning Commission, President of the PTO ,The MC Booster Club and an active Lay Leader in St. Luke's
Lutheran Chuch. On the state level he served as Executive Director & Legislative Liason of the Palmetto Timber
Association , served on The Board of Directors S.C. Self-Insurers Association and The SC Workers Compensation
Task Force. On the national level he served on the Board of Directors of the American Loggers Council of which
he was a Founding Member.
Mr Hawkins was born in Newberry County. He was educated here and is a graduate of Mid-Carolina High School
and also Newberry College. He is owner of Hawkins Insurance and is married to Andy Hawkins. They have 2
children , Heather and Quentin.

Henry Summer ,  Councilman   District 5

Councilman Summer has served on the Newberry County Council since 1985 and was Chairman from 1993
to 1996. He is an attorney/accountant, certified financial planner and registered financial adviser with
Henry B. Summer and Co.  He also owns an income tax preparation business, Graddick’s Tax Service.

 
Mr Summer attended Newberry County public schools and graduated from Newberry College with a B.S.
degree in accounting.  After graduate school at L.S.U. College and two years in the U.S. Army, he earned
a Law Degree from the University of South Carolina and returned home to raise a family.

 
He and his wife Sue have three children: Walter Munson , a guitar teacher and owner of Munson’s Music
in downtown Newberry; Janie, a teacher at Newberry Elementary School; and Buffy, a USC grad who works in financial planning with her Dad.

 
During his tenure on county council, he has worked for economic development so that Newberry’s
children don’t have to leave home to find good jobs.  He supported bringing Piedmont Tech to Newberry, the industrial park on I-26 and other
infrastructure improvements that promote growth.

 
Over the years Henry has also supported many community organizations, including: Newberry High
School Band Parents Association , Newberry Easter Seals Society, American Legion , Newberry Rotary
Club , Amity Lodge #87, Newberry County Development Board, Newberry County family YMCA ,
Newberry Downtown Development Board ,  American Red Cross, Newberry area Boy Scouts, Newberry
School Supplies Drive, Disabled American Veterans, Newberry College Indian Club, Newberry Toastmasters,
Newberry Community Players,  and Newberry Historical Society.

 
Henry teaches a ladies’ Sunday School class at Central United Methodist Church and often tells stories
to illustrate the lesson.  He is a member of the National Storytelling Association and frequently serves
as a volunteer storyteller in many local schools and churches.

 
Henry has a passion for baseball, as well as for storytelling.  In 1990 he was named national parliamentarian
for the Society of American Baseball Research and over the past 10 years he has visited over 20 minor
league ball parks during business travel.

 
He indulges his wife’s passion for travel, his daughters’ interest in bridge and his son’s interest in chess -
and every now and again, he just sits down to read a good book.

Laurie Renwick ,  Clerk to Council            

The Clerk to Council prepares the agenda for County Council meetings; records and transcribes minutes of
Council meetings; processes ordinances, resolutions, and proclamations; is the custodian of the County seal;
maintains minute books and County Ordinances; attests and certifies official documents on behalf of the
County; prepares advertisements of public hearings and meetings; and performs all duties as required by State
Code and local ordinances.
