OF RURAL FIRE CONTROL
April 8, 2003
The regular monthly meeting of the Board of Rural Fire Control was held at 7:30 PM, on Tuesday April 8, 2003 in the Emergency Operations Center of the Newberry County Sheriff’s Office.
The following members were present: John Pollard, Andy Ackerman, Larry Koon, Carol Thomas, Donald Wicker, Bobby Pollard, Todd Griffith, Lewis Lee, Tony Johnson and Bob Snelgrove.
Also present Chief Johnnie Cumalander of Station 6-Little Mountain, Chief Hedgepath of Station 1-Friendly and Chris Shealy of Kinard Control.
OPENING OF
MEETING
Chairman Pollard called the meeting to order.
The Minutes of the March 11, 2003 meeting were reviewed. Member Wicker made a motion to accept minutes as presented. Member Bobby Pollard seconded and the motion was approved.

BUSINESS MEETING
Old Business:
Vic-Chairman stated that Chris Shealy with Kinard Control was here at the meeting to set up the tones for Board members.
Per Member Griffith, grant applications are due on April 11, 2003.
New Business:
Chairman stated he has to send a letter in ref to the pumpers and tankers bids to be placed on the agenda for the next County Council meeting. The letter has to be in by April 9, 2003.
Chairman also advised that Crimson Fire was the lowest bid for the pumpers, but a lot of things did not match the specs. Mr. Smoak called Crimson and advised them of this. They stated they can accommodate the specs. The price will now be $140,032.00 the total will be $840,192.00 for 6.
Member Koon made a motion to accept the bid from Crimson Fire. Member B. Pollard seconded. The motion passed will all in favor.
Burgess Fire Service was the lowest bid for Tankers. Mr. Smoak advised they will get the bid. The cost per tanker was $114,783.00, total for all $344,349.00.
Member Griffith made a motion the Burgess Fire get the bid for the tankers, seconded by Vic-Chairman Ackerman. The motion was passed with all in favor.
Grand total for 6 pumpers and 3 tankers is $1,200,741.00.

Building and Maintenance: Nothing to report.

Training Ground: Nothing to report.
EXECUTIVE
SESSION
A motion was made to go to Executive Session by Member Griffith, seconded by Member Lee for consideration of personnel matters. The motion passed.
Applications for membership were discussed.
Member Wicker moved and Member Ackerman seconded a motion to withdraw from Executive Session. The motion passed.
COMMENTS FROM
THE CHAIRMAN
Chairman stated that an application would no longer be accepted without the SLED record check.
COMMENTS FROM BOARD MEMBERS
Member B. Pollard- Station 1 Friendly- Wanted to know if the Board will replace the carpet in the old board room at Station 1. The Station is requesting a $1,000.00 to replace the old carpet.
Chairman stated that will come under the Building and Maintenance Committee. He asked if the Station could hold out until the new budget comes out.
Member Snelgrove-Station 11 St. Phillips- Wanted to know what a person need to do if they come from a former Station and wanted to join a new Station.
Chairman stated as long as the person left the old Station on his/her own and was not voted out by the members they could join any Station.
OTHER MATTERS
Chairman advised
he had the entry sheet for any Fire Department who wanted to put a fire truck
in the Agrifest parade.
Member Wicker also made a motion to have a memo mailed to all the Chief’s stated that all application are to be completed before being mailed to Public Safety. The applications need to include Chief’s signature, applicant signature and SLED report with red stamp. Public Safety will be responsible for driver’s record.
